When? politicians speak about building a barrier across the BORDER to prevent the flow of illegal immigration, they are usually refering to the US/MX border. In US immigration law, entering "illegally" is referred to as "entering without inspection", as those who cross the border b/w the US & MX w/o a visa. Not all 11 million immigrants entered illegally if you apply the LEGAL TERM for illegal entry.
